Economic Development

As a business owner, Louise understands how important it is that we live within our means. At the same time, key investments must be made to ensure a healthy, sustainable economy in a context of declining support from other levels of government. We need a strong infrastructure, good roads, meaningful employment for our youth, a high standard of health care, and tourism.  Louise believes that the City of Greater Sudbury is poised to become the centre for education, commerce, health care and the arts in the North.   She plans to build on our strengths to make Sudbury a world-class city and the city of choice to live, work and raise a family.

bullet

Work with the provincial and federal governments to make the City of Greater Sudbury a world leader in mining supply and services and mining research, creating thousands of professional jobs.

bullet

Work in collaboration with the three post-secondary institutions to market the unique and distinctive educational opportunities and quality of life available for students in the City.  This will attract a broad diversity of youth from within and without the country, help youth to succeed and stay in Sudbury and make youth out-migration a thing of the past.

bullet

Ensure that municipal taxation is fair and equitable and that no one, including valued seniors, is forced to give up a home due to an insupportable tax burden.  Area service ratings will be reviewed to ensure that local government is cost- efficient and effective.  The service charge on water bills will not appear as a multiplier of the total bill.

bullet

Support the efforts of the Federation of Canadian Municipalities (FCM) in lobbying the Federal Government for a 2% gasoline tax for municipal roads and infrastructure. Continue to lobby other levels of government to assume their rightful responsibilities for investing in municipal infrastructure.

bullet

Work toward the completion of a one-site hospital and the development and marketing of the new Northern Medical School .  Incorporate an Institute of Health Research and Institute of Child Health Research into the Northern Medical School . These initiatives will draw physicians to the City, create numerous jobs and contribute to making Sudbury the northern hub for health services.

bullet

Work closely with the tourist industry to promote our attractions and the natural beauty of the region to make the City of Greater Sudbury the first choice of travelers who are seeking unique, family-oriented, educational and eco-tourism experiences.

Arts and Culture

The Arts Community in Sudbury is vibrant and growing – growing to the degree that many events are now over capacity.  Arts and culture are key elements in drawing people to a community and in promoting and supporting creativity in children and young people. Involvement in art and music has been proven to stimulate brain development in all areas of learning! Louise believes strongly that a renewed understanding of the importance of arts and culture is vital for local government and that we need a cultural Master Plan in this city to preserve local culture. To this end, she will:

bullet

Establish a Mayor’s Roundtable on the Arts and Culture with members of the Arts Community, such as Cinefest, the Sudbury Symphony, the Sudbury Theatre Centre, the Art Gallery and others.  The goal of the Roundtable on the Arts will be to develop a shared vision and action plan for promoting the arts in Sudbury.

bullet

Resume discussions on building a Centre for the Arts.

bullet

Work with representatives from all cultures and heritages to develop ideas for celebrating cultural diversity.

Participatory Leadership

Louise believes that the best way to achieve positive change is to empower citizens to work together to build their communities and shape their own dreams.  Her track record clearly shows that she leads by working with and inspiring others. Louise believes that cities are only as strong as their citizens and she plans to work side-by-side with people throughout the City to create a better future for all.   She will bring a participatory leadership style to local government that:

bullet

Implements a policy-directed style of governance that makes the vision, mission and goals and objectives of the City of Sudbury clear and accessible to each public servant.

bullet

Creates a workplace that reward excellence and innovation.

bullet

Empowers and inspires each and every public servant to make a unique contribution to the vision and mission of the City of Greater Sudbury.

Equality for All

Louise also plans to work diligently to equalize opportunities throughout the City. She understands that amalgamation has led to some significant challenges, particularly for those living in outlying communities. She believes that these communities need to recreate a sense of unique identity and spirit, while becoming full partners in the larger community that is the City.  She believes that we all share a responsibility to work together for a good quality of life and that we all have a right to provide input into policy decisions that affect us.  Every citizen owns a piece of the municipality and as equal shareholders, the only fair model of service delivery is a model that is equalized.  Everyone has a right to essential services.  Everyone has the right to live in a city where they feel safe and secure.  To achieve this, Louise will:

bullet

Expand the number and role of Community Action Networks (CANS) to all areas of the City.  Each outlying community and distinct neighbourhood in the City will have a forum where citizens can express their opinions and concerns and be sure to be heard.  Louise will commit to meeting with each CAN on a regular basis. CAN members will be invited to come together to work collaboratively on issues related to the common good.  By 2006, Louise plans to have 2006 community participants from all areas of the City who can come together to address on issues that affect us all.

bullet

Work to ensure that all children and families have access to opportunities for learning, leisure and recreation within their own communities.

bullet

Ensure that all areas have equal access to vital services, such as fire protection.

bullet

Work with local school boards to incorporate “Sudbury Success Stories” into the curriculum.  Children will be encouraged to work on projects that document and celebrate made-in-Sudbury initiatives, such as re-greening, and that honor Sudburians who have made a difference, locally and beyond.   Projects will be displayed at a “Sudbury Success Stories” day at Tom Davies Square .  This initiative will promote a collective pride in who we are as a community and what we have accomplished.

bullet

Involve school children in re-greening by developing a Naturalizing Schoolgrounds Program.  Naturalized schoolgrounds have trees, plants and soft surfaces, such as woodchip paths.  When children work together on these projects they get “hands-on” knowledge of biology and the environment, a better outdoor environment, and they learn to work as a group toward a common goal.

Caring for Each Other

Louise believes that a city is only as strong as its communities and communities are only as strong as their citizens.  Our collective quality of life is directly related to how well we take care of each other.  Children need a healthy start in life, seniors are to be valued and supported in living independently as long as possible and no one should be hungry or homeless in this city.  Her years of experience as a community volunteer speak to her concern for those among us who are most vulnerable. As Mayor, Louise will:

bullet

Continue to work hard to support the needs of children and families, including supporting the work of the Mayor’s Roundtable on Children to identify critical needs and address them.

bullet

Improve the quality of roads and public services to promote safety and security throughout the city.

bullet

Hold the line on taxes so that seniors are able to stay in their homes as long as possible.

bullet

Promote the development of learning, recreational and leisure activities for all citizens.
