Louise understands that the City of
Greater Sudbury
is facing a number of challenges, including an infrastructure and roads
that are in need of development, a need for critical investments in a time
of economic difficulties, and youth unemployment and out-migration.
Louise does not under-estimate these challenges, but views them as
opportunities to create new realities for the people of Greater Sudbury. |

Challenge # 1
Crumbling Roads and Infrastructure
Louise knows that we cannot develop a strong
economy and attract and retain industry and individuals to Sudbury with crumbling
roads and infrastructure. At
the same time, the tax base is diminishing and Louise does not want to
operate the city with deficit budgets. She views the condition of the
roads and infrastructure as a challenge and an opportunity to:

Support the efforts of the Federation of Canadian
Municipalities (FCM) in lobbying the Federal Government for a 2% gasoline
tax for municipal roads and infrastructure. |
|
Continue to lobby other levels of government to assume their
rightful responsibilities for investing in municipal infrastructure. |
| As
a last resort, to explore possibilities for low cost debt financing to
ensure that roads and infrastructure are in good repair. |
Challenge # 2
Building a World-Class Community by Investing in the Future
Louise understands that we cannot have a
world-class community without making thoughtful investments in the future.
As
Mayor, she will take the lead in initiating a thorough review of the
municipal budget to identify any possible cost savings.
Louise also plans to focus on the following investments:

Work toward the completion of a one-site hospital and the
development and marketing of the new
Northern
Medical
School
. Incorporate an
Institute
of
Health
Research and
Institute
of
Child
Health Research into the Northern
Medical
School
. These initiatives will draw physicians to the City, create numerous jobs
and contribute to making
Sudbury
the northern hub for health services. |

Work closely with the tourist industry to promote our
attractions and the natural beauty of the region to make the City of
Greater Sudbury
the first choice of travelers who are seeking unique, family-oriented,
educational and eco-tourism experiences. |
|
Stimulate interest in the importance of arts and culture and
develop a plan to preserve local culture.
|
|
Work with the three post-secondary institutions to attract
students from all over the world. |
|
Develop
innovative strategies to support seniors and their families in the
context of a rapidly aging population and decreasing tax base, for
example, making it easier for families to build additions to their
homes or “granny flats”.

Challenge # 3
Attracting Professionals and Reducing Youth
Out-Migration
|
Work with the provincial and federal governments to make the
City of
Greater Sudbury
a world leader in mining supply and services and mining research, creating
thousands of professional jobs. |
|
With the three post-secondary institutions, market the
unique and distinctive educational opportunities and quality of life
available for students in the City. This
will attract a broad diversity of youth from within and without the
country, help youth to succeed and stay in
Sudbury
and make youth out-migration a thing of the past. |

Attract physicians to the community…
|
|
Work with the Youth Cabinet
on the “Study, Stay, Succeed” initiative to develop ideas and build a
new image for the City of Greater Sudbury that will encourage young people
to pursue educational and career opportunities in the City of Greater
Sudbury.

#4
Engaging Citizens in Community Development
In 2002 Oracle poll, half of Sudburians stated that they wanted more
information about municipal government and issues and they wanted to be
heard. This is good news
to Louise, because she knows that it takes a community to build a
community and she is strongly committed to working in partnership with the
people of Greater Sudbury. Louise
plans to make herself the most accessible Mayor in the history of the
city. She is starting
right now by asking people to send her questions on-line and she will
answer the questions on the website.
As Mayor, she plans to:

Encourage citizens and municipal staff who want to make a difference
to make their voices heard. |
|
Regularly visit all areas of the municipality. |
|
Expand
the role of Community Action Networks across the city. |
|
Ensure that children get a healthy start in life
and families feel supported, that seniors are valued, and that
vulnerable members of the community are cared for. |
