Below I have written some brief instructions on how to best use this section.

Thank you for giving me an opportunity to provide you with some information as to why I feel qualified to serve the English Public School Supporters as Trustee for Area 3, Wards 5 & 6, for the next four years.

WHY I DECIDED TO RUN FOR THE SCHOOL BOARD

Education has been a passion of mine for over 37 years!

In fact, teaching is not something I do...it is who I am. I am a "learning coach"...always have been and always will be.

That being said, I am now at the point in my life where I want to do something "significant". 

I am not just looking for success in what I do for the rest of my life. I'm looking for significance! 

That is why I decided to run for a position as Trustee with the Rainbow District School Board

It's as if my formal career in the public sector as an educator plus my private practice as an education consultant have all been designed to provide me with the skills and knowledge that I can now use as a Trustee with one of the most progressive school boards in the entire province. I feel as if I have arrived at the "peak" of my personal and professional development and have what it takes to make a significant contribution to young students by helping them maximize their learning potential and prepare them for the future.

bulletStudents & Parents:
I retired in 2001 after 28 years as a classroom teacher during which time I worked with children in all divisions at the elementary level. I have also had the opportunity to provide services to a private career college for a period of time by visiting classrooms at just about every high school from Sudbury to North Bay. My interaction with the guidance counsellors of these schools and the students who attended my presentations helped me gain a true understanding of the particular issues and concerns of our youth as they prepare for life after high school.

The Greater Sudbury Learning Clinic is a tutoring agency that I founded in January of 2007. Through this business venture I have had contact with hundreds of students and parents, providing personal instructors to work with them on a one-to-one basis to meet their academic needs. I have listened to parents describe their frustrations and concerns. I have seen first-hand the barriers and challenges that the students of all ages are coping with. As a result of this experience I have a very realistic perspective on what we need to do as a school board to help meet the needs of children in order to satisfy the expectations of their parents.
 
bulletTeachers:
My background as a classroom teacher for 28 years will enable me to provide valuable insight to other members of the board about how policies that we are deciding upon must be structured so that they will be easier for teachers to implement and will therefore be more effective on meeting the needs of students. Because of my own experiences in the classroom, I have a sound grasp of the needs and concerns of teachers and will be able to anticipate the impact of school board decisions and policies before we make them. The trustees on the board have little if any actual classroom teaching experience, therefore my contributions to the discussions will be extremely important as we move forward as a school board. They may not fully understand how their policies and decisions will sit with front-line teachers. I will be able to provide them with this information.
  
bulletThe Community:
As a life-long resident of the Greater Sudbury Area I have been extensively involved in the community, especially in the time since my wife and I moved to Valley East in 1974 where we have raised our three sons. I am, therefore, very much aware of the needs of children and the expectations of parents in this community, so I will be much more comfortable and effective when working with community groups and organizations. 

I became well-known in the community as the main writer and editor of The Vision Paper, a weekly publication that was mailed to all homes and businesses in Valley East. During my nine years as editor of The Vision Paper all residents of the Town of Valley East came to know and understand my priorities in life through my weekly inspirational editorials. I am confident that most people will welcome my down-to-earth, sincere approach to life, to children and to the importance of education. I also published several local special interest magazines and tabloids. I am now the publisher of the Valley East Today Community Lifestyle Magazine that is distributed electronically and I manage the community web site at www.valleyeasttoday.ca

People in Valley East know who I am and they recognize me for my passionate commitment to the community. have lived in Valley East since 1974 and have been involved in all aspects of the community while my wife and I raised three sons. It will be easy for me to help the schools reach out into the community to enrich the learning experiences of our children.
  
bulletThe Business Sector:
In January 2008 I began hosting a weekly live talk radio show at Laurentian University and have interviewed over 150 business and community leaders as we discussed education and career development issues. Through these interviews I have come to understand the expectations of the business sector with respect to the education of our students and preparing them for careers within those corporate entities. The policies we create at the Rainbow District School Board will have to reflect an understanding of the needs of the business sector in order to address their concerns.
  
bulletThe Ministry of Education:
During my 28 years as a teacher I was involved with my local teachers' union for over 20 years, including assuming the role of President for a nine year period. I became an expert in the fields of education law and labour relations. As an education and career development consultant I have kept up to date with issues and trends that are impacting on the public education system in Ontario and I have maintained my knowledge of the acts and regulations as they pertain to all levels of education in the province. 

This knowledge of the Acts and Regulations will enable me to work with teachers and support staff in order to enhance labour relations as we approach the beginning of another collective bargaining cycle. The advent of provincial bargaining has removed much of our local control over monetary items, but we still have to deal with the working relationships that impact on the day-to-day climate in our schools. This is an area where I feel I may be able to help out most of all.
bulletOther School Boards:
During the past nine years as a consultant I have gained valuable experience in a variety of ways with all aspects of education and career development. My activities have helped me to gain insight into the operation of all four school boards, especially at the secondary school level in the area of career planning and development. I have also had the opportunity to provide services to a private career college for a period of time by visiting classrooms at just about every high school from Sudbury to North Bay. My interaction with the guidance counsellors of these schools and the students who attended my presentations helped me gain a true understanding of their particular issues and concerns.

In the board room I will not be making policy decisions based on a singular point of view, but rather as a person who has a good understanding of the best practices of other school boards. It is difficult for a trustee to make decisions that are in the best interests of children if they have only been involved for one school system for such a long time. You need to see how others operate in order to fully appreciate the strengths and weaknesses of your own school system.

I Am Able To Bring A New Vision And A Unique Perspective To The Board:

If I am elected to the position of Trustee for Area 3 (Wards 5 & 6) for the Rainbow District School Board, I will bring a fresh new perspective to the board. Most of the current members of the school board have been in their positions for many years, so I will be able to add a new dimension to the discussions in the board room. I can also look at things in a much more objective manner since I do not have any previous relationships with employees, policies or programs. 

Without any emotional connections to cloud my judgment, I will arrive at the school board a clean slate. I view the position of trustee as one of the most important roles in the entire education system and I want to be able to make decisions without worrying about previous relationships or reputations.

The Education system in Ontario is about to go through a major upheaval during the next four to eight years. Since The Rainbow District School Board is the largest board in Northern Ontario, I look forward to working with my fellow trustees to lead the way with changes that are both innovative and effective. 

I feel that I have a better chance of using my creative talents as a Trustee with the Rainbow Board since it is expected by the rest of the province that we will step up to become the "agents of change" necessary to bring us into the 21st Century. We won't be expected to  merely "follow" what other boards do, we'll be asked to initiate change. 

During the next four years this is the board that others will turn to as a model of how to cope with the myriad of challenges that will be coming down the pipe. I feel that my knowledge and skills will be fully utilized as a trustee with the Rainbow Board. I am ready to work with the newly elected school board members as we accept a "leadership role" and provide a model for others.

I feel I have the overall experiences that will enable me to help trustees recognize new approaches that will better meet the needs of students, parents and teachers. This is not the time for trustees to "hold on to the past". It is time for change and that means you need someone on the board who is qualified through experience and who knows how policies are going to impact on the classroom and the parents. You also need someone who knows enough about the legislation to ask the right questions.

Leadership for a Greater Sudbury !

I am honoured to have had the opportunity to serve as the Mayor of the City of Greater Sudbury and look forward to your support on October 25th.  Over the past four years I’ve had the opportunity to meet with many of you at various community events, the local coffee shops and more recently on your door step as I’ve been out on the campaign trail. Your creative ideas and advice have been greatly appreciated and I thank your for your expressions of support.

I am proud of the infrastructure improvements that we have been able to implement in Valley East during my first term as Mayor.  We started by completing the rebuilding of Municipal Road 80 through McRae Heights to Val Caron.  Since then, we have undertaken major projects on Muncipal Road 80 from Frost St. to the Village of Hanmer , Main Street West in Val Caron, and Municipal Road 15 from Belisle Drive to Chelmsford . The bridge on Desmarais Road is being repaired and significant improvements have been made to streets from Hillside to Martin to Flake, to Dugas.  We have also identified and drilled new wells to ensure that Valley East is well supplied with safe, clean water.

Over the past four years, I have spent a great deal of time visiting businesses throughout the city.  In my meetings with business owners I listened carefully to their suggestions regarding how we can improve municipal services and streamline our processes at City Hall to make it more efficient for businesses.  I was impressed with my visit to the Valley East Industrial Park and met several business owners who are shipping products to mining operations across Canada and around the world.  The City is actively working on expanding the Valley East Industrial Park to create opportunities for additional light industrial development and more jobs in the Valley.

 As Mayor, nothing gives me more pleasure than to meet our young people and encourage them to pursue their goals and dreams.  Though I have visited many schools across the city, my visit to Confederation Secondary School was particularly memorable.  The Evolutionary Band was a highlight but I was also impressed with the trades and shops program which will help many young people find their niche. I also held a web-streamed town hall session with senior students and they asked the Mayor tough and well thought out questions. It is encouraging to have our youth engaged in political discourse.

Encouraging Development and 
Streamlining Approvals

Mayor John Rodriguez has convened regular meetings between the major developers in Greater Sudbury and municipal staff to discuss ways to speed up approvals and encourage development while maintaining high standards for inspection. These efforts have resulted in additional staff to deal with backlogs, shortened turnaround times for major approvals and a solid plan to create an integrated “one-stop shop” for technical approvals. John is committed to have this new system in place by January 2011, in time for the next construction season.  

In his first State of the City address, John Rodriguez directed staff to initiate a plan to ensure that the city will have an adequate supply of “shovel-ready” industrial land for the next twenty years. This work is well underway and will identify where the city should strategically invest in directly developing our own industrial parks or make investments in infrastructure that will assist private industrial land development. John will ensure that this report is finished as soon as possible and given priority in budget deliberations

Finding Efficiencies

Greater Sudbury ’s Auditor General is now firmly in place and has begun his reviews of municipal operations with a focus on efficiencies and best practices. John Rodriguez will ensure that the Auditor General recommendations are addressed so that maximum value is achieved for the city.

Beyond the work of the Auditor General, John believes that Council must ensure that every municipal department and every operation that this city undertakes is needed and is financially sound. Over the next four years, John will lead a systematic and strategic Council review of every budget line in every department to ensure that the City of Greater Sudbury is in the right businesses, that we have the correct priorities, that we are as efficient as possible, and that our operations are matched to our financial capacity. 

In the spring of 2009, Mayor Rodriguez initiated a direction to city staff to prepare for constraint and plan for the challenges ahead. That effort began last fall with almost $4 million in savings identified for 2010.  John will ensure that these efforts continue in the future and efficiencies and savings are maximized across the municipality’s operations. 

John Rodriguez is proud of the partnership that he has fostered with municipal workers through the “Year of the Employee” and the savings that were jointly identified in snow removal. He is committed to continuing this partnership as the city deals with future financial realities. Empowering municipal employees to find efficiencies at all levels of the organization is key to our long-term viability.

Building a Community of Communities

From the unique character of the Donovan and Minnow Lake to the small town feel of Capreol and Levack, Greater Sudbury’s strength comes from its communities and neighbourhoods.  As Mayor, John Rodriguez has worked to bring the concerns of smaller communities to city hall.  He has spent a full day in each of nine communities, meeting citizens, visiting local businesses, schools and industries, and celebrating the vitality that these “hometowns” bring to our city.

I first off want to explain why I decided to run for City Council. I have a huge passion for helping others; I have myself needed help in the past and was very lucky for the family and friend support that surrounds me. Unfortunately, not very many people have that kind of support and many people do not reach their full potential in life due to circumstances that they just can’t overcome.  I began volunteering for different organizations and even though I was giving my time to help these organizations I still felt like I wasn’t making that big of an impact. I decided to sign up as a Big Sister with Big Brothers/ Big Sisters, I also signed up as a Board Member for YWCA and the Sudbury Volunteer Association. With these organizations I am able to be more functional in the community and make more of a difference.  I am proud to be a part of these wonderful organizations, but still feel that I need to do more. This is where politics comes in.

Due to a series of events, I signed up as Federal Green Party of Canada Candidate- Nickel Belt.  I have a love for rural areas; the beauty and tranquility of these districts astound me. Because I immediately jumped in on a federal level I really didn’t consider running municipally. The bug was put in my ear and I soon realized how much of a difference I could make as a City Councillor. The impact would certainly fulfill my need to help others and I know I can make some positive changes in the citizens’ lives.

I am a mother of 2 girls- Cassandra 10 and Julia 3. I was 16 years old when I had my first daughter and am not shy to hard work and struggle. I was a high school dropout when I was pregnant and after giving birth I went back to school. I worked 2 part-time jobs while attending school and worked my way up to College and graduated with CDI as an Executive Office Assistant; I needed to get a quick college certificate so that I can quickly enter in the career world and provide for my daughter. I did all this with huge support from my families (especially my wonderful parents) and no help and more anguish from my daughter’s father.

I am now happily married to a very supportive husband, Shawn Proulx and work full time as a bookkeeper for Thermotek Insulations Inc. We live in small home in Sudbury , which is under renovations. Repairs and renovations happen based on the time and finances that we have. My husband and I both work hard and know the financial struggles of having a family.

I am a proud Christian who turns to God whenever I am faced with a difficult decision. I am blessed everyday of my life and I want to pass on that appreciate and happiness to everyone that I meet.

I don’t hide the fact that I do not live in Ward 6; by no means should this be the reason why I wouldn’t accumulate votes. I have sisters and a brother that live in the Valley area with all my nieces and nephews; I am out there quite often. My reasoning for running in this Ward is that I will eventually run Federally in the Nickel Belt region. Being elected as City Councillor would be the beginning of my political career and I want a chance to show the citizens what I cando; I need to prove myself to the community in order to ever advance politically. Below is my vision for Ward 6.

My Vision

-          Local Farmers Market for the farmers that run through our Wards and the adjacent Wards.

-          Better public transportation.

-          Better leisure activities for our youth and young families such as dance, music, parent and tot classes at the local recreational centers, leisure skating rink, as well as additional biking and walking trails in the areas.

-          Better city services, such a snow removal.

These proposals come from listening to what the locals have told me.  I will always listen to what the community has to say and will work hard in City Hall to get them what they want.  I am a very loud person and am determined in everything that I do. I am not asking to be elected so that I can make political contacts, my agenda is strictly for the community.

I have said many times that I would go far and beyond the duties of a City Councillor and if elected I will cut my current full time job to 3 days a week and dedicate the other 2 to my council duties. Any community projects that are going on you can be sure that I will be there with my work boots on getting my hands dirty (excluding road work). I want citizens to contact me with whatever aid they are looking for and I will provide them with the resources if I can’t personally help.

Lastly, I want to acknowledge my determination to get the Ward 6 community involved. When community comes together for events, local projects etc. the community as a whole strengthens. In rural areas, community involvement is much easier to accomplish, and with the help from the public, local projects can be done at a lower cost and the spirit of the community will evolve and expand. 

In this 2010 Municipal Election I ask all the voters from Ward 6 to checkmark my name on the ballot.
